Locale Fr_ca bug

Hi,
It is a problem since the first alphas of Mepis 6.0. When I change my locale to FR_ca (French Canadian), the time format I use is HH:MM. This format shows correctly in Kicker (example: 23:15), but not in tooltips (I have 23:MM) nor in some applications (example: in ktorrent, time remaining for download is something like 1:MM, or just MM if -1h). It is really annoying and it is not fixed in the RC3. I don't have this problem with the Live CD.

edit locale settings like this in .kde/share/config/kdeglobals .
[Locale]
Country=fr
Language=fr_FR
MeasureSystem=0
PageSize=0
TimeFormat=%H:%M:%S
Et ça va marcher
