Monitor won't Power off

I have setup the power saving option in KDE for my monitor, I have set it to Power Off after 60 minutes (Standby and suspend are disabled).

But when I leave the monitor alone (e.g when I went out this afternoon) when I came back the monitor was not displaying anything but it was not switched off, it was a dark silver colour but not black as it is when turned off, any suggestions??
