Localization problem ( suggestion for developers )

I Live in UK but I need Arabic support for my lovely Mepis , and when I had it I found that it does work in a weird way , any file was named in Arabic it does not show up properly on other Linux distributions or Windows , and it is vice versa any file was named in Arabic in windows it does not show up at all on Mepis . which is very strange because it works perfectly if I named any file in Ubuntu which shows up on windows and other distributions
I want to suggest If it is possible please : Why do not you follow the way of using the same way of Debian or Ubuntu use to show the characters of other languages such as Arabic and others.
I wish you the best , Mepis is really one of the best distributions.
