2.6.18.* Kernel or Higher would be awesome

I have experienced weird keyboard issues with the current "desktop-smp" kernel, though that doesnt really matter as the kernel is 14 or 15. I believe its .18 that begins to include very nice features for multi-core processors and the like. Would be nice to see the .18 and .18-smp kernel in mepis. Then perfection would be achieved!

in any organisation, once one version has gone out, there is no rest, but the next has to be prepared. Current work is on a kernel higher than 2.6.18.

Preacher, I'd like to offer a little bit of clarification. You are asking about a kernel version but then you ask whether the "new kernel" is "...sitting on Ubuntu 7". Ubuntu, just like Mepis, is a "distribution", a collection of 1) a kernel, and 2) multiple low-level and high-level applications.
So I don't understand why you would be asking whether a "kernel" is based on a "distribution". The question is backwards. It would only make sense if you asked whether a particular "distribution" is based on a "kernel".

I changed the subject slightly to go along with drlizau's last post. He was referring to a new version of the Mepis "distribution" which would contain a newer kernel version beyond 2.6.18*. I was asking if the new Mepis would be based on the newest Ubuntu version 7, as now common to all, a lot of changes have been made to the new OS.

If it is really the kernel you are interested in, I've got 2.6.21 running with Mepis 6.5 with no problem. I'm using a Lenovo Thinkpad T43 and 2.6.21 offers better support for it.

Note that if you are using any kernel modules not included with the kernel you will have to reinstall them. I had to do this with ndiswrapper. Download the source for it, un-tar it in /usr/src and follow the instructions in the directory it creates. You may also need do create a new subdirectory or link for any version specific firmware under /lib/firmware/.
I've been able to compile and run 2.6.22-rc1 but some of the old disk access issues have returned and 802.11 wireless isn't working, so I'd recommend stick with 2.6.21 or 2.6.21.1.
I've tried several distributions and one of the things I really like about MEPIS is that it is very easy to upgrade the kernel and install software from other sources (like OpenOffice 2.2) with very few problems. You can get as close to the cutting edge as you want while keeping the stable original kernel as a backup.

I don't really understand your comment. the desktop-smp kernel was built to support multi-core. In fact, I am working from a dual core as we speak, both cores being active and throttling enabled.
