Forum time setting

I went to edit my account to make certain that the correct email address had been updated and noticed that my time zone setting was -4 hours. Well, I'm in the Zulu -6 range so I went to change it. But I the closest choices I had were 1742 and 1842. It was 1802 here at the time.
So my question is, how is the forum time set up? Is it "standardized" at Zulu/GMT? Or, is it based upon GMT-5 for West Virginia?
It's a pretty small thing. But I'd rather have it right than wrong.
