Power Saving Mode

I've been trying to get display power saving mode to work properly for a couple of days and so far I haven't had any luck. I go to the "Display Power Control" section of Control Centre for KDE and set Standby=15min, Suspend=30min, and Power Off=45min. I have display power management enabled. I also have Virtual Machine screesaver set to go off after 5min idle, and "make the screensaver aware of power management" enabled.
Now I find that the screensaver will start but typically it continues to run; my monitor never powers down.
Also, will these settings only work for KDE or will they also apply for fluxbox?
