time display problem

I was fine before the change to EDT.
Now, the clock in the bottom corner is 4 hours off.
I right click and select adjust date and time.
In that screen things are messed up.
-The clock is 4 hours ahead; the current time zone is UTC.
-the change time zone selection is correct; america detroit.
/etc/timezone is america/detroit.
Help.
I don't even understand how to state the problem in 6 words or less.
How about this:
current time zone in kcmshell configure date and time is UTC, but it should be
america/detroit.
Some command output:

Setting Time should be painless and you would right click on the clock > adjust date and time > enter root password > scroll to the nearest city to you in the same time zone and click on it > apply > ok > reboot.
One by one the penguins are stealing my sanity.

I do not reboot my machine very often. Every morning when I sit down in front of my computer the time displayed in the clock is wrong by 4 hours. I tried to adjust the time zone to EST but it wouldn't take effect.
How can I fix this?
Any help please?
