XP gives me half the bandwidth of Mepis

I just changed my cable account from Comcast to Earthlink. Since Comcast still provides the cable, the only thing that's changing is who manages my account, plus I get 20 hours of dial-up each month for roughly the same price.

But there's a new twist that didn't exist before. Using Mepis, everything works fine but when I boot into Win XP my download speed is cut in half. Upload is exactly the same. I can't figure out why. I've tried eliminating the common-sense differences, anti-virus, zone-alarm firewall, anti-spyware. I've even used a tcp/optomizer...all with no luck. All versions of Linux run at full bandwidth, but once I boot Windows XP and run a speed test, it drops to half. I called EarthLink/Comcast and they don't have an answer, yet.

I know this is a stretch (e.g. off-topic). But this is such a helpful group, I thought someone here might have some ideas.

Bandwidth problem

Probably better to post your question in one of the many Windows XP forums that are available. However, you can do some fine tuning of your connection with several free programs including the one you mentioned. If that doesn't work, you probably need to check all the settings that you have in XP that have to do with the connection. Are you using any provider specific software - like a connection setting from EarthLink?

Firefox Runs Faster on XP

Are you saying that your browser speed is slower? For example, have you used a site like www.toast.net which has a speed test section? When I use toast I get half the speed with IE that I get with Firefox. I tweaked firefox using the old "about:config" trick to make changes that really makes it fly. One thing that may help your speed is check to see if IPv6 is installed on XP and remove it.
Make sure to check for Spyware, Adware, Malware, etc. Defragment your hard drive. A fragmented drive can really slow you down. Clean all of your temp files, cookies, history, etc.

One last trick is the IE tweaks. THere are many out there. Run a seach on google. Here are some examples:
