WTF? What is .Trash-0????

I was browsing my files and I discovered something I've never seen before. It is a new directory under /home. Along with 'user', onthego (I deleted becaue I have no use for it), and a new one named .Trash-0. Inside are several files that cannot be deleted. Whenever I try to remove that directory, it replicates itself right back under /home. (No, it is NOT the same trashcan in /home/user/Desktop/Trash or /root/Desktop/Trash) Where did this thing come from? Is it a new 'part' of KDE 3.5? If so, is it really necessary? If not a vital component, how can I delete the thing permanently?
